Your point on the hiddenness of Bokamba-19 is new, and there may be something to it. I don't know if that sort of easter egg would stand as canon, however.

April says the Morning Star is held in geo-synchronous orbit above Newport. So the entry to the Guardian's Realm is somewhere close by.

As for the second story, I'm pretty sure Ragnar was making reference to Batman-style vigilantes.

The opening section and that guy do seem random and not related to the story, but they certainly are. In a very cool way, actually.

Well, I've just gotten to the bit where he's made his second appearance, and there's a link to something happening in the rest of the story. Still seems a bit odd though. But I'll find out.
